1. It has been four years since the illegal military coup against the elected government. During this time, the revolutionary forces have regained control of various territories and are fighting with determination to end the military dictatorship and establish a federal democratic union. In this effort, we, the parliamentarians, have been working together across all sectors since early February 2021 and continue to do so to this day.
2. We acknowledge and appreciate the civil servants, students, youth, women, strike forces, revolutionary forces, political parties, and the people – both in Myanmar and abroad, who have participated in these efforts for an end of the military dictatorship and the establishment of a federal democratic union. We also extend our gratitude to the international community for its continued support and assistance.
3. The root cause of Myanmar’s past and present political crises is the military’s persistent involvement in politics. The current military junta is merely a terrorist organization that has committed treason and illegally seized power. Furthermore, its leader, Min Aung Hlaing, is considered an international criminal and an arrest warrant has been sought for him at the International Criminal Court.
4. The actions of the military junta have clearly demonstrated that it is a group actively destroying the country and the lives and property of the people. Moreover, the junta is not a legitimate institution with any mandate to govern, including the organizing elections. The sham elections planned by the military junta are merely an attempt to extend its control over state power, which will only prolong the civil war and push the country further away from peace.
5. The 2008 Constitution, drafted by the military junta and inconsistent with democratic principles, has been completely abolished by the Committee Representing Pyidaungsu Hluttaw. We will collaborate with various stakeholders to swiftly develop a new constitution based on a federal and democratic system, shaping a future nation through inclusive political dialogues.
6. As elected representatives, we will continue to work alongside all ethnic communities and revolutionary forces to bring an end to the illegal military coup and the junta’s violence, to establish a new federal democratic union based on a federal and democratic system which is acceptable to all relevant stakeholders, to deliver justice to those who have been suffered injustice during the conflict, and to implement the transitional justice mechanisms.
7. The Pyidaungsu Hluttaw
a. Continues to oppose and condemn all attempts by a terrorist military junta to illegally maintain its hold on power, including sham elections.
b. Strongly condemns the continued violence perpetrated by the terrorist junta, including deliberate airstrikes targeting civilians and the arbitrary arrest and forced conscription of youth.
c. Calls on the international community to assist in the arrest and prosecution of the terrorist leader Min Aung Hlaing who has committed several crimes including war crimes and to prevent further crimes by imposing stricter sanctions against the military junta, including an embargo on the aviation fuel.
d. Calls on the international community to support justice processes to ensure accountability for victims of human rights violations during the conflict.
e. Urges the international community to intensify pressure on the terrorist junta for the immediate release of the unlawfully detained state leaders and political prisoners, including President U Win Myint and State Counsellor Daw Aung San Suu Kyi.
f. Calls on international governments and organizations to increase humanitarian assistance for the people of Myanmar including those fleeing the violence, persecution, arbitrary arrests and executions, Myanmar refugees in neighboring countries and around the world as well as those Myanmar’s citizens who are unable to return to the country.
g. Requests the international community to actively support efforts to build trust, facilitate negotiations, enhance coordination and cooperation among the revolutionary forces, including the drafting and adoption of a new constitution based on federalism and democracy.
h. Calls on the international community to support the revolutionary forces working towards the establishment of a federal democratic union formed with states and federal units – that upholds full democratic rights, national equality and self-determination while protecting and promoting the identities of diverse ethnic groups.
