“Purpose of the Third Amendment to the Public Debt Management Law”
1) Public debts are liabilities incurred as a result of borrowing by the Government in the name of and on behalf of the people, and are managed and spent in the interest of the people.
2) It is unforgiveable and impermissible for the illegal military council, which has no claim to represent the people, and which has usurped State power by force from the people, to fund their apparatus of terror, persecution and slaughter by borrowing from domestic or foreign lenders under the guise of raising public debt.
3) This law was amended with the purpose to preclude, expeditiously and effectively, any such borrowing.
